This is the fourth puzzle of my natural phenomenon sudoku series. I hope you enjoy it.
Rules:
Normal sudoku rules apply.
Digit in a cell inside the tornado in row X indicates the row in which the digit X appears in that column. for example, if R7C5 is a 3, R3C5 is a 7. (R9C6 is outside the tornado).
In the light blue area (rows 1-3), pairs of orthogonally connected cells cannot sum to 10 (including the border between rows 3 and 4).
Cells separated by a white dot must contain consecutive digits. Cells separated by a black dot have a 1:2 ratio. Not all possible dots are given.
Clues outside the grid give the sum of the digits along the indicated diagonal.
Solution code: Column 3 digits from top to bottom.

Iv'e added a clarification to the rules, pair of adjacent cells in the blue area cannot sum to 10, and R9C6 is outside the tornado.
