Fillomino: Divide the grid into regions of size 1-9. Regions of the same size may not be adjacent. The digit in each cell is the size of the region it belongs to.
Filloku: Regions of the same size cannot share a row or column.
Arrows: Cells with an arrow indicate how many region borders there are in the direction of each arrow. There is a border any time two adjacent cells belong to different regions.
Cells with multiple arrows count each direction independently

It might be reasonable to start with a warm-up; you can find a 6x6 with this rule set here

Solution code: digits in row 3, left to right

Sublime puzzle! Not giving up until the end, but yet it felt nicely telegraphed where the next step was going to be.

Q: for cells with multiple arrows, is it the total number of borders in the directions combined? or is each arrow counted individually?

--A: each arrow is counted individually. Do you think there might be a clearer way that I can write that rule?

thanks for such a great journey, to me this puzzle really nicely shows the potential of this ruleset.
I must say, the break in was seriously hard to spot for me and even though it gets much easier after that, the puzzle doesn't forgive any second you become careless
