Fillomino: Divide the grid into regions of size 1-9. Regions of the same size may not be adjacent. The digit in each cell is the size of the region it belongs to.
Arrows: Cells with an arrow indicate how many region borders there are in the direction of the arrow. There is a border any time two adjacent cells belong to different regions. No region contains more than one arrow.
Filloku: Each column or row has at most one region of a given size (that is, any given digit can only share a row/column with the same digit if they belong to the same region).
For each digit, there are either 0 or X groups of that size, where X is the same for all digits.

I have spent 3 days on this puzzle until I finally noticed the rule "only one arrow per region".
I really need to be more thorough when reading rules.

-- ack! Sorry you had that experience. I probably haven't helped things by publishing a half dozen subsequent puzzles without that rule. When I set this one I was just starting to explore the ruleset & it felt like it was necessary to making an interesting puzzle.

Very impressive construction, although extremely tough for me. Thanks a lot for the penpa link. In general I find it preferable to sudokupad, and particularly so on long non-sudoku puzzles.

Fun puzzle - I really like how the larger regions were constrained! But I think the answer check in the SudokuPad link is wrong - the upper-right region's digits aren't included.

no, I mean, the problem is just that it feels like a bunch of unrelated rules put together, which makes it hard to remember/apply, but the puzzle outweights it completely ofc
