With the American football season starting up (collegiate games this week and the NFL next week), this puzzle is dedicated to many fans' least favorite part of the game: the referees making questionable if not outright terrible calls.
Rules:
Normal Sudoku rules apply.
Kropki Dots: Cells separated by a white dot are consecutive. Cells separated by a black dot have a 2:1 ratio. Not all possible dots are necessarily given.
Penalty Flags: Nine cells in the grid are disobeying the Kropki dot rules, and have had a yellow penalty flag thrown at them. There is one flagged cell in every row, column, and 3x3 box. The flagged cells form a set of the digits 1-9. Flagged cells must not obey any given Kropki dots they are connected to. For example, a flagged 2 cannot connect to a 4 via a given black dot. Note that a flagged cell does not necessarily need to be connected to any given Kropki dots.
