When Raumplaner posed a challenge to make puzzles based on flags, I couldn't miss the chance to represent my home city! Having previously made a puzzle based on the Metro map, I guess I've now covered the two most iconic graphical representations of Washington, DC.

If the puzzle's title seems strange, a glance at a DC license plate may clarify things.

Normal 6x6 sudoku rules apply.

Quadruples: Digits in a star must appear at least as many times in the surrounding cells as in the star.

Indexing: The digit in a shaded cell specifies both the column in which that cell's column number appears in its row and the row in which that cell's row number appears in its column. (i.e. if r3c2 were a 4 r3c4 would be a 2 and r4c2 would be a 3.)
