Rules:
Normal Sudoku rules apply.
Digits along diagonals pointed to by arrows outside the grid must sum to the number listed. Digits may repeat along the diagonal. (Little killer arrows)
Shade the entire grid with two colors such that each color forms an orthogonally connected area. No 2x2 region may be fully the same color. (Yin-yang)
A digit in a cell with arrows indicates the total number of other cells of the same color in the directions of the arrows, not counting itself; vision is not blocked.

Very nice puzzle!
I have strong tendency to interpret two arrows in the cell as that the number shows the count in each direction separately. Thanks to sanabas for improved wording but even with this improvement I missed that I need to sum the counts. At the end, examples were very helpful.
