Digits on arrows are X-Sum clues. Arrows that span 2 cells are 2-digit clues. e.g. If R1C1 was 1, and R2C2 was 2, you would have built a 12 clue. Standard X-Sums rules apply - the clue is the sum of the N cells in the given direction, where N is the value of the first cell after the arrow in that direction.
German Whispers. Consecutive digits along the green lines must be at least 5 apart.

By the way, in the link the arrow starting in r1c9 is under the green line and not obvious where it starts. Might want to clarify that in the rules.

Fun puzzle. Thanks, @ randall :). I think the notations in the given rules need to be modified; what is referred to as R1 and R2 ought to be r1c1 and r2c2.
