Meta-Icing

An instructionless meta-puzzle, something I've been wanting to do ever since solving filuta's wacky Find the clues yourself. In this here case though, being an actual 'instructionless', the rules are to be deduced from the provided example.     Huge thanks to ClashCode and the Skunkworks for testing and feedback!

Yeahh, I've solved my first meta mystery puzzle! Honestly, it needed 2 days and some attempts (though I found the obvious instruction immediately ...). The second layer I didn't find, but it worked anyway. So again thanks for this new challenge (what about a combination with zero :D)

About the second layer, indeed I wanted the puzzle to be *almost* solvable without finding the second layer immediately, but of course, not quite -- hoping that other layer would appear more clearly after some work has been done, so it's making me quite happy to see that this seems to be exactly the path taken by most solvers :D
And about using zero here, my goodness, that would be something lol, but hey, I'm always up for a setting challenge, I'll think about it -- and thanks so much again for that streak of solves on my puzzles!

Yay, finally, after more than 3 hours fiddling around with various ideas I got it.
Had the initial idea right but it still took me way longer than it should have.

Thanks for setting one of the most unique and enjoyable puzzles ever!

Surely there's solvers who would just breeze through it, but I completely reworked the puzzle precisely to make it more of a challenge than its first version, so I think you did good! :-)
