Digits along an arrow must sum to its circle.
Cells separated by a white dot contain consecutive digits. Cells separated by a black dot contain digits with a 1:2 ratio. A dot between the digits 1 and 2 can be either white or black. Not all possible white and black dots are given.

Very nice combination of arrows and kropki dots! 3 stars for difficulty imo.
The phrase "a dot between the digits 1 and 2 can be either white or black" from the description made me afraid of a negative constraint for a moment :)
