Cages of the same size sum to the same total. Cages of different sizes cannot have the same total. Digits cannot repeat in a cage.
The external clues indicate that the digits between 1 and 9 in the row/column sum to one of the cage totals in the grid. The external clues are all different.
Solution code: Row 6 followed by row 9 (18 digits, no spaces)

The external clues use all cage totals. I treated it as cage totals in that row/column until I found something wrong.
