Spiraling Into Madness

This puzzle was originally set in May 2023 for the Cracking the Cryptic Discord's monthly prompt of "Judge Boole's Mutable Rules."
Rules:
- Normal sudoku rules apply.
- Cells a chess king's move apart (1 square orthogonally and diagonally in every direction) may not contain the same digit.
- At the start of the puzzle, treat the line as a two digit thermometer, where numbers are read in pairs as two digit numbers beginning at the bulb, and the numbers increase from bulb to tip. For example: 1621 would be a valid entry in the first 4 cells, because it would be seen as 16 increasing to 21.
- Once you have placed 14 digits (not including the given digits), erase all your pencilmarks but keep all of the digits you have placed.
- The line is now a Dutch Whisper, where any adjacent digits along the line must have a difference of at least 4.
