Hi there!
This is a new puzzle in the Overlaps series! Please enjoy!
Rules:
Overlaps rule: Every little circle is the center of a 3x3 box. Fill the grid with the numbers from 1 to 9 so that in each row, column, and aforementioned box each digit occurs exactly once.
Arrows rule: Digits along an arrow must sum to that arrow's circled digit. Digits may repeat along an arrow if permitted by other rules.
Kropki rule: Digits separated by a black dot are in a 2:1 ratio. Not all dots are given.
Non-consecutive rule: Orthogonally adjacent cells must not contain consecutive digits.

Nice puzzle! Puzzles with less sudoku constraints are not so common, it makes a nice change of pace.
I don't understand the other comment regarding the precedence of the rules. I don't see any ambiguity in their current statement.

Solvers might be surprised to find which of the rules takes precedence. spoiler alert: it's the least "obvious one". Not a beginner puzzle.
