Rules :
1) Normal Sudoku Rules: each row, column, and box contain the digits from 1 through 9 with no repeats.
2) Mean Arrow Rules: circled digits contain the mean (average) of any arrows that leave them.
3) Kropki Rules: Cells separated by a black dot have a 1:2 ratio. Cells separated by a white dot must be consecutive. Not all dots are given.

Brilliant, hard and fun. The average/mean arrow constraint was new to me and made for some brilliant deductions through the solve.
