Anti Minesweeper Chaos

This is my first, and probably only, attempt at setting a chaos construction. It is very challenging. The solution code only requires digits to be placed, so I recommend using colours for the regions.

The digits 1-9 must be placed in each row and column of the grid.

There are 9 different orthogonally-connected, non-overlapping regions that each contain the digits 1-9. Where they are must be determined by the solver.

Circles indicate the number of surrounding cells, orthogonal and diagonal, that are NOT in the same region as the circle. All possible circles are provided.

Started out 2 stars but jump to 5 at the finish. 20 minutes for the first part, 100 minutes for the second. 10/10 would play again.
