With global constraints puzzles do tend to require less clues, this one especially is quite forcing after a few digits have been placed :)

Another excellent puzzle, well done. I enjoyed the relative sparseness of clues, which made it clear where to focus. Strangely, I found this easier than ‘Highway’, which has a lower difficulty rating. Regardless, you’re a very good constructor!

It is possible. I think you're including the 7 in the 11 sum, only the digits orthogonal to the 7 count towards the total of 11.
