Under Pressure (Pressurized Aquariums)

Rules:
- Normal sudoku rules apply.
- Digits can't repeat in cages.
- All cages are aquariums.
Cells within aquariums are either air cells or water cells, with cells outside of cages not being air or water.
Water cells fill the bottoms of cages and must have digits greater than all the air cells in their cage.
Rows in cages must be either all air cells or all water cells.
Cages must have at least one row of air cells and one row of water cells.
- Additionally, the cages are pressurized: The air cells within any cage must have a higher average value than the number of rows above that cage in the grid. (Example, the air cells in a cage in rows 7, 8 and 9 must have an average value greater than 6.)
Playable with F-Puzzles or CTC (SudokuPad).
Solution code: Row 1 followed by row 2 of the solution.

Loved the concept, great puzzle.
I'm quite surprised by the 4* rating. The puzzle was very approachable - none of the steps were difficult to reason about or tricky to spot.

I'll give it go. I had an idea for a similar ruleset a year or two ago ("heavy" digits go to the bottom of cages), but this looks excellently constructed

Wow, blown away by this one. It took me a second to wrap my head around the rules, but it flowed so nicely and felt like it was always clear where to look next. A super satisfying solve. While I certainly wouldn't classify this as a GAS, I might say it's a relatively-approachable-given-what-one-might-assume-at-first-glance sudoku.
