Chaos construction rules apply. Divide the grid into 9 orthogonally connected regions with 9 cells each. Fill every row, column, and region with the digits 1-9 once each.

Digits along arrows must sum to the digit in the connected circle. Each circle + arrow is contained entirely within one region.

Additionally, digits in circles indicate the number of cells in the region seen along the circle + arrow and extending out from the arrow tip (the circle with two connected arrows sees the indicated number of cells in both directions separately). For example, if the circle in R9C2 contained a 5, then R9C2-6 would have to be in the same region. R9C1 might also be in that region, but R9C7 would have to be in a different region.

There's one step in here which is considerably harder than the rest I'd say, otherwise I would have put it down as a 3. Very enjoyable puzzle, but it has a bit of a parabolic feel to it, starts easy, gets harder to a maximum point and then starts getting easier again. Quite an interesting experience.
