In a recent video on "Cracking the Cryptic" I heard Simon say, "...And that would require a 13.5, which is just silly; you'll never see 13.5 in a sudoku puzzle." So I decided to prove him wrong.
Standard Sudoku Rules apply to the final numeric layout.
In addition, every row, every column, and every box contain two special cells. None of these special cells may touch each other on any edge or corner. (Also known as "Star Battle".)
A special cell places a decimal point to the left of its digit for all mathematic purposes. For example, a special cell with a 9 in it would count as .9 in the killer cages and little killer arrows.
