Kropki Pairs Fillomino

Rules
Standard Fillomino rules apply. In addition, numbers separated by a white dot have a difference of 1, and numbers separated by a black dot are in a ratio of 1:2 to each other. Not necessarily all dots have been given.

Fillomino rules
Divide the grid in regions, such that no two regions of the same size touch orthogonally. Each cell contains a number that indicates the size of the polyomino it is in.

Can we assume that each region has at most 9 cells?

--- Regions can be any size, so higher than 9 is definitely possible. I will change 'digits' into 'numbers' in the rules when I'm not on mobile
