Clues outside the grid are X-Ray clues, which indicate the sum of the first X cells in the direction away from the clue, starting with the cell containing the 1 in that row or column. The 1 IS included as a part of the X-Sum, both in the number of cells, and total sum. X is the first cell closest to the clue.
Any given clues must be valid sums and not extend off the edge of the grid.

Maybe the meaning of & is different in HTML with German and English as language. Like the German Umlaute (ä,ö,ü), which sometimes aren't displayed correctly.

After seeing that Myreque had solved it, I checked the German version, which correctly asks for rows 2 and 8, not just row 2.
@marcmees: Yes, X is the digit nearest the clue.

The CTC App tells me that I've solved the puzzle, but the solution code doesn't work.
Anyway, it's a nice puzzle.
