The value of each cell gives the height of the skyscraper occupying that cell. Taller skyscrapers hide smaller skyscrapers. Clues outside the grid indicate the number of skyscrapers seen along that row or column from the direction of the clue. The skyscrapers between the clue and the tallest skyscraper in that sightline, including both seen and unseen buildings and the tallest skyscraper, form a modular line.
On modular lines, every set of three contiguous cells contains one digit from {147}, one from {258}, and one from {369}.

Q: does the modular line include all skyscrapers between clue and highest skyscraper or only those ones seen? (sightline)
>> It DOES include the tallest skyscraper as well as the unseen and seen buildings; we have edited the rules to clarify that. Thank you!

Beautiful puzzle. The rule should specify that the modular line includes the highest skyscraper.
>> Thank you! We have edited the rules to clarify that.
