Standard sudoku rules apply: each row, column, and 3x3 box must contain all the digits from 1 to 9.
Digits in cells separated by a black dot are in a 1:2 ratio; digits in cells separated by a white dot are consecutive. Not all dots are given.
Bi-directional Arrow rules: digits in cells along an arrow must sum to the one- or two-digit number in the circle or pill – Read In The Direction Of The Arrow. E.g. for the following arrows: ---(34)---, the left arrow must sum to 43, and the right arrow must sum to 34.
Be aware that the f-puzzles software does not like the bi-directional arrows, so it may tell you something is wrong, when it may not be. If you don’t solve it with f-puzzles, there won’t be this problem.
Solution code: Enter row 3 followed by row 9, with no spaces or punctuation.

I fixed the poor classification of the puzzle.
