Normal Sudoku rules apply. Blue lines are region sum lines; the digits along these lines must have the same sum in each region entered by the line (including the region outside the grid). If a line visits the same region multiple times (including the region outside the grid), each visit is a separate instance of the same sum. Values outside the grid are X-sums; they indicate the sum of the first X cells in the respective row or column in that direction where X is the first digit.
Penpa link - note that the answer check will only go off if the X-sum totals on the lines are also filled in.
CTC link - note that because of the unusual grid layout, F-puzzles and CTC WILL NOT accept the solution as correct, either with or without the X-sum totals entered.

Very fun use of the x-sum constraint with these lines! They work very well together.
