Big thanks to chilly for the thorough testing of this CC puzzle. Not sure I would have posted this one without confirmation of the solve path.
- The digits 1 to 9 must appear once in every row, column, and region. Regions are to be determined by the solver, and must be a set of nine orthogonally connected cells.
- Numbers that appear in the cells with a white dot between must be consecutive; numbers that appear in the cells with a black dot between must have a ratio of 2:1.
- A region border must exist between the two cells that have a kropki dot between them.
- Any set of three sequential cells along a line must contain a low (123), middle (456), and high (789) digit.
- A maximum of 3 regions can exist on any one line.
- A region can only take a maximum of two of the three strata on any given line.
- -meaning a max of (low/mid), (low/high), OR (mid/high) digits.
- A digit in a circle denotes the number of cells NOT on a line within it's region.

Solution code: Row 3 followed by a "-", then Column 6 (insert "-" where a region border is located, not including edge of grid)

Can you please explain the rule of 2 out of 3 stratas?

This means that a region can take the (low and mid, low and high, OR mid and high) digits of a line. It is also possible for a region to only take one of low/mid/high.
