Standard Sudoku Rules apply.
Nosy Neighbors Rule: An outside clue gives the sum of all the orthogonally adjacent neighbors of the Nth cell from the clue in its row/column, where N is the value of the closest cell to the clue in that row/column.
Solution code: Row 1, then Row 4, left to right. 18 digits, no spaces.
