Each Row and Column contains the digits 1 to 9.
Each cage represents the top-most, left-most (in that order) cell of a 9 cell orthogonally connected region that contains the digits 1 to 9.
Cells with a circle contain a digit that shows how many of the surrounding cells (orthogonal and diagonal) are in the same region as that cell. All circles are given.
Clues outside the grid indicate the sum of digits in the first region from that direction until it reaches the next region border. If a region loops back after leaving a row or column, those cells are not included in the total.
(note that a region can go to the left of a given cage in rows below the upper most row of the region. But regions cannot go to the left of a given cage in the same row as the cage or to any cells above the cage)
