This puzzle originally started as a puzzle about gerrymandering digits, but I found the break-in so interesting that I decided to turn it into a standalone puzzle!
Rules
Normal sudoku rules apply: place the digits 1-9 in each, row, column, and 3x3 box.
Split the grid into nine orthogonally connected 9-cell districts. Digits may repeat in a district. Numbers in the top left corner show the sum of the numbers in that district. Digits in a circle count the number of cells in the 3x3 square surrounding the circled cell that belong to the same district (including itself).
Solution code: Column 8 followed by Row 6

Incredible puzzle! So glad that Christounet commented and put this puzzle in the "new comments" section --- would not have found it otherwise.

Phew! I didnt know i was on right path. Few times I made a mistake of eliminating a candidate because it was repeating. But once i got my head oriented to that, it was such a nice flow. Wonderful construction. Thanks for this.
