I did German Shout 2 and immediately had to do this one. It is just as lovely! Nice deductions to work though!

Excellent idea and execution.

So, I returned to this a few months later.
The first time around I had a real difficulty grasping this ruleset.
A few more puzzles under the same negative constraint have been out recently so I've finally gotten it :)
Clear language note for the negative restriction that makes it easier to grasp:
If two cells are not directly connected by a whisper line bettween them, then their contents must *not* abide by the whisper line rule.
To clarify further: If cell A and cell B are part of whisper lines but not part of a whisper line connecting those two specific cells directly, then the negative rule applies.
This ruleset is brilliant... a few pencilmarks in to the journey you find some very interesting situations.
ie. bettween two non-whisper cells, if one has high marks '78' and it is next to a cell with variable marks '12356' then that really drops the options for the second cell down to '56' so it follows the negative constraint.
Brilliant!
Also, this must have been a torture to set. Thank you setter!

does the negative constraint apply to only dominoes that are entirely outside the whisper lines, or does it also apply to a domino that has one cell in a whisper line, and one not.

@chain.reader
For example: if 192 were next to each other and 19 is part of a German Whisper line the 2 will be invalid. Hope this helps :)
