Rules
Normal sudoku rules apply.
Global (Dutch) Whispers rules apply: Each cell is orthogonally adjacent to at least one cell whose digit has a difference of at least 4 with the digit in the original cell.
Kropki pairs: Cells separated by a white circle must contain consecutive digits. Cells separated by a black circle must have digits in a 2:1 ratio. Not all possible circles are given, no negative constraint.
Solution code: Row 8 followed by column 9 (18 digits, left to right, top to bottom, no spaces/commas):
