Normal Sudoku rules apply.
Clues outside the grid are either skyscraper clues or self-numbered rooms (or both). There is exactly one skyscraper clue for each digit 1-9. It is up to the solver to determine which is which.
Skyscraper clues represent the number of digits "visible" along the row or column from that edge. Higher digits obscure lower ones, so the count includes only digits which are higher than any previous digit along the row or column.
Self-numbered room clues indicate both the location of a digit N cells away from the edge along the given row or column, and the digit N which will be found in that cell. For example, a self-numbered 4 indicates that the 4th cell away from the edge will contain a 4.

Great, Thanks. One note: Please write "Es gibt genau einen Hochhaushinweis für jede der Ziffern 1-9" instead of "Es gibt nur einen Hochhäuser für jede der Ziffern 1-9" in the german text. It's more clear.
