Min Max Arrow / Min Max Pfeil

Normal sudoku rules apply. Digits along an arrow must sum to the digit in the large circle at its end. If the arrow has an oval, the left digit is the tens digit of the sum; the right is the ones digit. Eg: 7 8 is seventy eight. Cells with arrows pointing outward must contain digits greater than all orthogonal cells. Cells with arrows pointing inward must contain digits less than all orthogonal cells. I think this puzzle is 1.5 stars out of 5 for difficulty for many solvers. As always, comments welcome!

Well, somehow I solved the sudoku part but I was left with 9 in R2C2 and 8 in R3C2, which doesn't work for the outward arrow clue!
