- Every digit from 0 to 8 appears once in every row, column, and region. 9 regions are to be determined. Every region is a set of 9 orthogonally connected cells.

- Outside Aquarium clues (indicating the number of water cells) are also the sum of all water or all air cells in their respective row or column.

Aquarium Rules:
-- All regions count as Aquariums. Aquariums can be filled with water up to different levels, or left empty.
-- Clues outside the grid indicate exactly how many water cells are seen in their respective row or column.
