Standard Sudoku, Arrow, and 2🟊 StarBattle rules apply.
If humanity ever needs to abandon our current planet to avoid a hyperspace bypass, we'll need to find another planet that's neither too hot or cold for liquid water, and with gravity high enough to retain an atmosphere but not so high we can't move. Finding Earth-like exoplanets (planets orbiting stars many light years away) is tricky, though - you look for unexplained wobbles in the movement of the Jupiter-sized planets you can see directly, and then eliminate possible causes until only one remains.
In this puzzle, you need to work out the location of 18 possible destinations for space colonists, given two clues.
Firstly, each of the 18 special cells acts as a star in StarBattle: They may not touch at edges or corners and there are exactly 2 of them in every row, column, and box.
Secondly, each of the 18 special cells (and only those 18) is a valid location for the circle of a horizontal length-2 arrow (which contains two digits that sum to the circled digit).
Solution code: 18 digits: Row 9, followed by Column 9 (no spaces).

Really hard. I needed to bifurcate a couple times to solve it successfully. Wish I could know what the intended logic were for those couple points where I got majorly stuck!
: Hi RubberMittens - sorry I missed seeing your question. Have a look at the hidden comment from Virtual, which links to a video showing the complete solve path!

This was quite hard for me, but a beautiful puzzle in the end. Quit a unique experience with the custom ruleset. Nice job!
