Rules

Normal-ish Sudoku Rules Apply
Digits in Killer Cages cannot repeat and sum to the value in the top left corner of the cage.
Regions contain the digits 0-8. There are no 9's in this puzzle.
Digits on the German Whispers must differ by at least 5 from adjacent digits on the line. Links

If you skim the rules "There are no 9's in this puzzle." is misleading and lead to @jguers question.
At first I thought I only have to place 8 numbers per region, but including the 0 there are 9 numbers!

Really fun puzzle! Interesting to switch up the logic we're so used to with whispers and cages.

Can a number on a Whispers line be missing? what are the rules then?
---I'm Not sure what you mean by missing but every cell in the puzzle has a value and every cell on the whisper also has a digit that conforms to German Whisper Rules. Due to the available values for digits there are new possibilities and some older possibilities no longer exist.

Oh, this was great fun once you wrap your head around the numerics. Thanks, @ riffclown :) (as I recall, the rule reg digits not repeating in cages was not used during the solve, but thanks again for your response).

Got used to the number-set surprisingly quickly, and this was a lot of fun! I would give it 2* for difficulty though

I agree with 2 but went with 3 due to the "unfamiliar" ruleset. Thank you for the solve and the feedback.
