Apply normal sudoku rules. Cells along blue lines have equal sums within each region they visit. Cells in circles are the sum of their orthogonal neighbors.

What an excellent use of neighbor sums! It took me a few minutes to spot the break-in, but everything after that was silky smooth. What a beautiful puzzle, well done!
