Earthquake in Sudokutown: Chaos

There has been another earthquake in Sudokutown. This time though, it'll be Chaos.
Earthquake Sudoku Rules apply.

All cages are both regular killer cages and Richter scale read-outs (like 6.8 or 2.1, for instance). These read-outs are read from left to right, or top to bottom. Read-outs can not be repeated in cages.

Furthermore, there are 4 rings around the epicenter (the middle cage) where read-outs are done. Read-outs in rings closer to the epicenter are higher in value than those in rings further away from the epicenter. The epicenter will have the highest value.

Normal Chaos Construction rules apply. Divide the grid into 9 orthogonally connected groups of 9 cells. Both digits of a read-out (killer cage) belong to the same region.

gentle EQ, but a mess to reconstruct town. thanks for the challenge.

~I might have gone a bit too far with the region building logic, it's certainly there, but indeed a bit messy

Very fun Earthquake part, then my brain stopped cooperating with me ...

~it's not all that strange to have an internal Earthquake shake up the brain and cause mass confusion
