Rules For Thee, Not For Me

The Rules:
- Standard: Normal Sudoku rules apply. Place the digits 1 through 9 in each empty cell. Digits must not repeat within the same row, column, or 3x3 region.
- Outlaw Digit: One of the nine digits (to be determined by the solver) is ignored for all rules except normal Sudoku rules.
- Killer Cage: Cages show the sum of all digits in them, and digits can't repeat in them.
- Kropki: A white dot indicates adjacent cells have consecutive digits. A black dot indicates adjacent cells have digits with a 2:1 ratio. ALL such dots are given.
- Roman: A V or X indicates that adjacent cells have digits that sum to 5 or 10, respectively. ALL such markings are given.
