Rules:
Normal sudoku rules apply.
Digits along an arrows sum to the digit in that arrow's circle, digits may repeat along arrows.
Additionally, each arrow tip points in the direction of an instance of the circled digit. For example, r2c2 circled digit has an arrow tip which points at r3c5, r4c6, r5c7, r6c8, and r7c9 meaning one of these cells must contain the digit placed in r2c2.

I usually don't enjoy arrow constraints that much, but with the added pointing constraint it was a lot of fun! Great puzzle with a pleasant solve path :)

This was super fun! Pleasant variety of logic and great use of the concept throughout.

I filled about a third of the grid, and I'm completely stuck. Not sure how to proceed, I must be missing something...

purpl/Memeristor: There's only two things I can really suggest without giving away too much to other solvers. Make sure you have applied the extra pointing rule to every arrow (easy to forget) and don't focus too much on arrow combinations or every single possibility. The arrows will become clear as you continue sudoku. Hope that helps :) if not feel free to send me a message on Discord purpl#3517.
