Normal Sudoku rules apply. The numbers in blue boxes sum to 45. Additionally, summing the blue boxes from columns 1 to n, where n is the column number, gives a result that is a multiple of n. Example: The sum of the blue numbers in columns 1,2 and 3 is a multiple of 3. Numbers on arrows sum to the number in the arrow's circle. Numbers with a white dot between them are consecutive. Numbers with a black dot between them are in a ratio of 2:1. Not all possible dots are given.

I think this is not correct:
"That leads r1c4 to be either 6 or 8."

I can't get into too much detail without spoiling the puzzle. Make sure you are correctly applying the definitions of black and white dots...
anyway, I solved the puzzle without issues

@Schesam I believe you may have misunderstood the rules. It is the sum of the blues from 1-n that must be divisible by n.
