Normal Sudoku rules apply.
Cages sum to the given value with no repeated digits.
Black dots join a cell that is twice the other.
White dots join two cells that differ by one.
All black and white dots are given for any cage.
The green line is a German Whispers line, consecutive cells differ by at least 5.
The ovals are read as two digit numbers. One is the average of the graph sum (ie average of all cages summed), the other the sum of the digits on the green line.

i really enjoyed the puzzle, maybe instead of "averange of graph" write "average of cages" for people not as familiar with climate graphs :)

Hi, just to clear up the constraints on the ovals. You say one is the 'sum of the digits on the line'. By 'line' do you mean the line the oval is on, or the german whispers line? Also, what do you mean by 'average of the graph sum'. Again, by 'graph', do you mean the whole puzzle or something else?
-- Hi, thanks for asking. I updated the instructions, hope it clarifies. The average is the average of the cage sums, the line total is the total of cells on the green line.
