Quadruples: Digits in circles must appear in one of the 4 surrounding cells.
Ratio: Digits separated by a black dot have a ratio of 2:1.

I still haven't fully grasped the Dutch whispers logic, so it took me quite a while to finish. Nice puzzle Scruffamudda!
