Normal Sudoku rules apply.

If a cell contains an arrow, it's called an origin. The cell in the direction of the arrow at a distance equal to the origin's value is called its destination.
For a given line (row or column) and a given perpendicular direction to this line for the arrows, the destinations are a new arrangement of the origins. This means that they are the same digits, in a different order.
In the example to the right, the origins are 5314 and the destinations 3415.

You can think of the arrows as drawer handles, for drawers of lengths equal to the origins' values. You pull the drawers until the destinations take the place of the origins.
