Standard Sudoku rules apply.

The green lines are "average lines". The solver needs to find an average number N which is the same for all lines . The first and the last digit on each line average to N. So do the 2nd and 2nd to last and so on. (The center digit is N, if it exists.) Digits can repeat on lines if allowed by classic Sudoku rules.

If N were 5 then 12589 and 4646 could be valid lines. 12598 would not be valid, since for instance 1 and 8 do not average to 5.

An arrowhead between two cells points towards the cell containing the smaller of the two digits.
