Both cells that an arrow touches belong to the same region, and the cell directly in front of an arrow is not in that region. The number on the tail of an arrow indicates how many cells (in the indicated direction) in different regions must be travelled across until another cell belonging to the same region is reached.
Numbers separated by a white dot are part of the same region, and are consecutive.

Interesting puzzle with a nice constraint once you understand it properly. I first tried to build the regions considering that the N+1th cell could be outside the grid, therefore possibly not in the same region as the arrow. I quickly realized it was just impossible and you had to have a N+1th cell IN the grid ! Then it became quite easier to solve. Good one !

Good puzzle! I found the construction part quite straightforward, but it still has some really nice logic in it.
