Maybe a hint: Read the rules again. Carefully! Have a look on the labels, they're correct. And don't forget it was published on April Fools Day.
And another hint: Don't concentrate only on the black clusters.

Bevor jemand auf die Idee kommt, Kreise zu halbieren: Die Lügner befinden sich komplett in den Boxen, die Kreise auf den Gebietsgrenzen sind keine Lügner.
Before anyone gets the idea of cutting circles: the liars are all in the boxes, the circles on the borders aren't liars.
