There is a train track that runs through the grid. The track forms a single path of orthogonally adjacent cells that doesn't touch itself, not even diagonally.
The train goes through the entire grid such that for any 2x2 region in the grid there is at least one track cell.
To make room for the track, buildings along the track's path have been demolished. Clues outside the grid are normal skyscraper clues, except cells that are part of the track have a skyscraper height of 0 instead of that cell's digit.
Track cells with height 0 'block' other track cells, so if a clue starts by looking at multiple track cells, only the first such cell is counted towards the clue's total.

See the below 6x6 grid for an example with all possible clues provided. The track cells are shaded. For a concrete example, the 3 clue below column 4 is valid, as it sees the first track cell in R6C4, the 3 in R3C4, and the 5 in R2C4.
