Normal Sudoku rules apply. Numbers on arrows sum to the number in the arrow's circle. Numbers on arrows increase FROM the arrow's point for all circles, EXCEPT for the 3 RED arrows on the rebel circle, where all numbers on the arrows increase TOWARD the arrow's point. Numbers may not repeat on arrows. Maximum- Numbers with 4 arrows pointed outward are greater than all orthogonal numbers next to them.

I would increase the difficulty as you need to understand the unique properties of the arrows in this puzzle.
@Montikulum Please correct me if I misunderstand your comment. The setter creates a proposed difficulty rating when the puzzle is published. After about 12-18 solvers post their ratings, these are all averaged, and the setter's proposed difficulty rating is no longer used. As more people solve the puzzle, there is opportunity for the rating to go up, or down with the new average of all solvers. Setters cannot affect the difficulty rating after their suggestion is replaced. Thanks for playing. -Will Power
