Chaotic watchtowers

Rules:
- Irregular Sudoku rules apply. Place digits 1 to 9 so that in each row, column, and 9-cell region digits can not repeat. Regions must be deduced.
- Each circle represents a watchtower of height X, where X is the digit placed in that circle. Each watchtower must see exactly X cells (including itself) in its row and column combined. Watchtowers cannot see digits larger than their own height, nor past them.
- All cells seen by the watchtower must be part of the same region.
- The black dots in the grid separate digits with a ratio of 1:2 which are in different regions. All such black dots are given. Digits with a ratio of 1:2 in the same region are not marked.

I'd say 4½ stars difficulty. The ruleset is a real head-scratcher for sure.

Very good puzzle! The concepts that emerge from this ruleset have been used very cleverly by the creator. The puzzle really flowed smoothly.

Very nice! I struggled for awhile with this. There was no real difficult step, just my being unfamiliar with the watchtower rules and logic.
