Digits on thermometers must increase from the bulb end (however, most bulbs are unmarked).
In the even numbered rows, the odd digits and even digits are sorted in opposite directions.

Thanks for the puzzle apete. I'm not sure why so few have solved it. Once I understood there could not be bulbs part way along a thermo it was a great solve. Some rules have this unusual rule! Thanks apete!

ScatterBrain - No, they still follow the rules of thermos, such that the digits increase from the bulb end, but you just aren't given which end is the bulb.
