Rules:
Normal sudoku rules apply. Digits along arrows sum to the digit in it's corresponding circle. 1/2s are rotational pairs, i.e. wherever a 1 is placed, it's position on the board if rotated 180 degrees is a 2.

I really enjoyed the logic to break into this puzzle, took me a while to get my head around it.
